APPLICATION PORTAL (PHASE 2)
The “National Law Enforcement and Community Policing Integrated Network” (commonly referred to as the OPS Network), a recognized GovTech contractor, is opening the application process for state law enforcement agencies and Fusion Centers nationwide to be considered to participate in the next phase of a national project.
The “Law Enforcement Notification | Sharing” platform (OPS LENS™) has been successfully launched statewide across the State of New Jersey during “Phase 1” (2024-2025) —serving as the first state connecting every level of law enforcement in real time – transforming how agencies and officers share intelligence, alerts, and resources.
The project is now expanding to “Phase 2”.

What is the “Law Enforcement Notification | Sharing” platform (OPS LENS™)?
OPS LENS™ was developed by law enforcement for law enforcement to serve as the only national capable, real-time and law enforcement secure network that eliminates silos by delivering instant, multimedia alerts and notifications—text, images, video, and audio—directly from and to officers across jurisdictions, on any device. It enables officers and agencies to not only receive critical intelligence but also respond and collaborate immediately, creating a dynamic, two-way exchange of information.
With the overwhelming success of the project during “Phase 1”, OPS LENS™ is now trusted by the State of New Jersey – managed by the New Jersey State Police – serving as the state’s primary law enforcement information and alert notification platform, and now includes selected agencies in New York, the Federal Bureau of Investigation (FBI), and various federal agencies – transforming how police agencies communicate and collaborate in the region.
With over 630 agencies and nearly 20K law enforcement professionals already active on the system, OPS LENS™ has proven its ability to quickly scale and unify law enforcement at every level. What is the Application Deadline?

How many states/Fusion Centers are being selected, and when will the project begin?

- At this time, one (1) state/Fusion Center is being selected for “Phase 2” of the project. Additional selections may be made by the selection committee if deemed appropriate and as part of the “Phase 3” national expansion strategy.
- The selection process will be completed by no later than July 31, 2026 and the project will begin the no later fourth quarter of 2026.
Who funds the project?

- The state awardee will be provided special financial assistance that will provide substanstial funding relief for the life of the project.
- The awardee will be responsible for the remainder of the funding commitment and for continued (annual) financial support of the project.

Selection Process

- Members of the selection committee will review all applications and select the awardee based on application submission responses.
- All applicants will be notified of the selection results via email and/or phone by no later than 9/1/2026.

2. When and where was OPS LENS™ first launched?

OPS LENS™ is moving out of the proof-of-concept phase at. (Phase 1) New Jersey’s success has proven its capability. We are now selecting our next state-level partner to demonstrate repeatable, nationwide scalability before broader rollout. 19. Is OPS LENS™ a secure law enforcement only network?
Yes. OPS LENS™ is part of the “National Law Enforcement and Community Policing Integrated Network” (OPS Network)—a secure, law-enforcement-only system recognized at both the state and federal levels. It is managed by active-duty law enforcement officials with its technology supported by Online Policing Solutions, Inc., a trusted GovTech contractor.
21. Where can my state/agency find the application code?
The application code required to apply is located on the letter and within the email your agency received about the opportunity and application process. If you cannot locate the code, please send a message to support@opspolice.com and provide your agency name and ORI code and you will recieve a copy of your authorization code within 24 hours.
21. What will be expected on the state/Fusion Center side?
The selected state/Fusion Center will collaborate with OPS personnel to roll out the platform to all authorized agencies and officers. The awardee will assist with training dates and locations and share information on participating agencies as needed. No technical or hardware assistance is required, as the platform operates entirely on the NLCEPIN cloud network.
OPS technicians, training staff, and support teams will work closely with the selected state and Fusion Center members, managing the majority of the project launch from initiation through completion.
